How to report a cheater for fastest avail. review and ban?

General question:

In-game ban/kick menu does not respond for at least 2 weeks: "8: kick" and "9: more" keys are not handled.

Are there any fast defence against a cheater, for example general admin avail. by messenger or by email, who can review and ban reported players?

Exact report:

I am for sure that the player with "Player 16373457" nick is cheater: has auto aim.

Feature request:

If fast admin is unavailable, then:
are there any heuristic engine, that emits signal to vote menu popup after certain conditions to make every player to vote against the target player or for him?

So, how fast the cs-online service decides the problem a cheater or at least will a auto-voting trigger be introduced to let players to continue to play without cheaters?
